Agenda note on Minimum Usage Charges
The background of levying minimum usage charges is as follows:-
Apart from the services of the club which are paid for depending on actual consumption by the individual member like the Kitchen , rooms, bar, tennis, gymnasium ,card room , communication centre etc., certain areas still exist which directly does not result in earnings for the club whereas sizeable amounts have to be spent in such areas. They are expenses on salaries of office staff, security ,reception staff, gardeners , carpenters, sweepers, electricians ,plumbers, expenses on annual maintenance and repairs , expenses on a portion of the electricity consumed as well as expenses on the magazine room. These are expenses which have not been taken into account in the individual costing of saleable items in the dining hall or the bar or any other place in the club . These expenses are escalating every year by ten to fifteen percent.
From the financial point of view ideally this should be met from the monthly subscription of the club members which every member pays . However the prevailing situation is that during 2012-13 the above mentioned expenses stood at Rs 62,15,808 and the collection from subscriptions during the year was Rs 22,40,942. Figures of year wise expenditure on non remunerative activities /areas of the club as compared to income from subscription of club members from 2001-2002 is enclosed as an annexure. The monthly subscription rates have not been revised since 2001-2002.
Since the surpluses from the revenue account as well as the capital gains from entrance fee are to be utilized for the development of the existing club as well as the development of the new club campus the decision before the Executive Committee was either to the raise the monthly subscription of all the club members to bridge the gap or to charge a minimum user fee like several other clubs. After due deliberations the committee resolved to levy a minimum usage charges of Rs 500 per month on every member apart from payment of monthly subscription and development fee. The monthly usage of club members in terms of consumption of food and beverages as well as use of other chargeable facilities and services of the club was to be computed at the end of every quarter and in case such usage fell short of Rs 1500 for the quarter the balance amount would in any case the charged to the concerned member apart from the amount due from him /her on account of actual consumption .This minimum user fee was not only meant for consumption of food and beverages but also for use of other facilities like the card room, gymnasium, swimming pool, billiards, snooker, pool, tennis and room tariff .
However this move of the executive committee has adversely affected members who are rare users of the club particularly several Govt. officers who hardly avail of the facilities of the club.
Nevertheless you will kindly appreciate that the gap between the expenditure incurred on the non remunerative activities of the club and the income from monthly subscriptions should be narrowed if not completely bridged.
This matter was discussed in the last two annual general body meetings. In the last annual general body meeting it was mentioned by me that if necessary an extra ordinary general body meeting will be convened to discuss the issue of imposing minimum user charges.
This was followed up by a discussion in the meeting of the executive committee held during November 2013 where in it was decided that an extra ordinary general body meeting will convened to discuss and decide on the question of continuing with the imposition of minimum user fee and also to discuss various alternative options.
Accordingly this special general body meeting has been convened and the following options are placed before the members for arriving at a consensus:
1. Continue with the present minimum user charges.
2. To meet the deficit by periodic and reasonable increase in monthly subscription only and do away with mininmum usage charges.
3. Reduction in the minimum user charges and a marginal hike in the monthly subscription.
In case no consensus is arrived at, the matter would be subjected to a voting process to day.
In the past certain members have loosely talked about the rates and tariffs of India International Centre (IIC) and Central Services Officers Institute (CSOI), New Delhi as compared to Bhubaneswar club. These officers over look the fact that the two organizations IIC and CSOI get a lot of Govt. patronage in terms of training programs, workshops, seminars and conferences apart from getting grants from Govt. of India whereas Bhubaneswar club has to fend for itself.
However as mentioned earlier the minimum user charges have adversely affected the rare users of the club particularly several serving and retired government officials . The club has always believed in encouraging senior government officials to be members of the club. Many senior government officials have significantly contributed to the development of the Club. Hence we should not take any step which results in senior government officials shying away from becoming club members. This point should also be kept in mind while taking a view in the matter.
Members are requested to discuss and arrive at a consensus in this matter.

Mega Event to usher The new Year is scheduled to be held on
Tuesday the 31st December,2013 at 08.30 PM.
The programme content and the rules of the club for the
function are as follows:
MUSIC & DANCE
“DHWANI GROUP” from Kolkata will be performing live
Dhwani was formed in 2002 and has since then,come a long way
in its musical journey. With more than 750 shows behind them
today, both across India and abroad. Dhwani’s talent has
touched audiences everywhere. Apart from this we have DJ
Bhavesh also from Kolkata to keep youswinging and dancing on
your feet till you usher in the New Year 2014. As usual we
would be making arrangements for best of sound and Lighting
to suit the occasion with a backdrop to carry home a visual
memory to linger into the New Year.
Please do not miss the function. Special stalls will be set
up to entertain the Members and their families. And
kindly take note that we do not allow stags (Single males),
cigarettes, bottles and glasses on the dance floor.
The Dance programme will be open to members, their families
and permitted guests. Attractive prizes will also be given.
REGISTRATION AND ENTRY TIMINGS
The Programme will start at 08:30 P.M. sharp and close at
12.30 AM. All members and their dependents will be allowed
entry only on production of identification, which may be
collected in advance from the Registration counter of the
Club before 29th December, 2013, to avoid disappointment.
SNACKS, BAR AND BEVERAGES
Special arrangements will be made to provide adequate number
of stalls with choicest beverages & snacks against
production of cash coupons.
SALES/SERVICE THROUGH COUPONS
All supplies and services (except dinner) will be made
available only through coupons. Coupons for different items
will be on sale throughout and they will be valid till the
function lasts. Return of unutilized coupons afterwards will
not be entertained.
Attractive prizes will be awarded on the basis of a lucky
draw against coupons.
Elaborate arrangements are being made to serve you delicious

age. Dependents and guests of members can attend the
celebrations duly accompanied by the concerned members

CLUB RULES FOR NEW YEARS
1. CLUB DUES
Members are required to clear their club dues up to November
2013 (outstanding as on 30.11.2013) for eligibility to.

If any one leaves the club’s exit point (at any point of
time), no re-entry will be allowed.
3. NO STAG DANCING
Male Member/Guests found to be dancing singly without their
spouse or partner, will lead to disciplinary action against
the concerned member. It is also mandatory that at entry
point to Dance floor, only couples would be allowed and when
leaving the dance floor the couples should remain together.
It was noticed last year that some lady spouses of
members/guests were trying to smuggle in stags to the
dancing area. This will be dealt with severely on the spot.
Host Members with their spouses must accompany their
Guests/Guest couples to the Dance floor and non-compliance
of this conditionality will attract disciplinary action
against the host members. Children will not be allowed to
enter the Main Dance Floor.
Guest Entry is not ordinarily allowed except with prior
approval of the Management, on first-come first-serve basis.
Last date for applying for guest coupons is 28th December
2013. Names of the guests and relationship with the member
should be indicated in the prescribed application. It is
reiterated that as per the Club rules, a Member is
responsible for the conduct of his guests, and when the
member leaves the club premises, he/she MUST ENSURE that
his/her guests have to leave the club.
Members are requested not to bring in guests, in the last
minute, as it will never be approved.
5. DISCIPLINE AND SECURITY ARRANGEMENTS
Suitable security arrangements are being made for the
occasion. Members are requested to cooperate with the club
management to ensure smooth parking, checking at entry
points and other in-house discipline arrangements.
As limited Car Parking space is available in the Club
Premises, additional parking space adjoining the club
premises is being organised. Members and Guests are
requested to park their vehicles according to the guidance

are only contributing subscription and development fees and are not
using the club facilities for months together.
Hence, it was unanimously decided to levy a “Minimum Usage Charges” of
Rs.1500/- per quarter of the calendar year to every member(excluding the
Outstation Permanent/ Outstation Life/Members above the age of 70 years/
Widow/Honorary/Institutional Members). This will be adjusted against any
chargeable consumption or use of chargeable facilities during the
quarter by the member and his family. If the minimum charge exceeds the
consumption/usage charges of the member, the balance will be forfeited
at the end of the quarter. The minimum usage charges will be over and
